1.       Bids received in excess of the ABC shall be automatically rejected in bid opening.

 

2.       Bidders should have successfully completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the above project. The description of an eligible bidder is contained in the Bidding Documents and Instructions to Bidders.

 

3.       Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.       

 

4.       Bidding is open to all interested bidders, subject to the conditions for eligibility provided in the IRR of RA 9184.

 

5.       Interested bidders should have a Tax clearance per Executive Order 398, Series of 2005, as finally reviewed and approved by the BIR, for a stock corporation must secure a General Information Sheet (GIS) – Securities and Exchange Commission with Certificate of Good Standing, must be registered under the Philippine Government Electronic Procurement System (PhilGEPS) and valid PCAB License (Philippine Contractors’ Accreditation Board) specialty – Electrical work.

 

6.       A complete set of Bidding Documents is available to interested bidders from September 13 to September 19, 2017 upon payment of a non-refundable fee for the Bidding Documents payable in cash, cashier’s check or manager’s check. Only those who have purchased the Bidding Documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.

 

7.       A compulsory attendance during the Pre-Bid Conference is hereby enjoined.

 

8.       For the Supply of Labor and Materials for the Construction of Lines for 2017 SEP 48 Sitios and Puroks,  completion of work required is within Forty (40) calendar days after receipt of the Notice to Proceed. Awarding of contract is per municipality.

 

9.       For the Supply of Labor and Materials for the Housewiring Installation for 2017 SEP 48 Sitios and Puroks, completion of work required is within Forty (40) calendar days after receipt of the Notice to Proceed. Awarding of contract is per lot. The ABC per household connection is Two Thousand Five Hundred Pesos (Php2,500.00) which includes the installation and housewiring materials.

 

10.   Bids shall be accompanied by a bid security payable to the procuring entity as guarantee that the successful bidder shall enter into contract from receipt of the Notice of Award, in the form of Cash, Cashier’s check, and Manager’s check amounting to 2% of the Approved Budget of the Contract stated under Revised Implementing Rules and Regulations of Republic Act 9184.
